PARKING AND TRAFFIC REGULATIONS
Traffic regulations are subject to being enforced 24 hours a day, 365 days a year. All parking concerns should be communicated to the Director of Campus Safety and Police who is responsible for the Motor Vehicle Parking Program. Please remember that parking on campus is a privilege that can be revoked.
Vehicle Registration
All resident students, commuter students, faculty, staff and any other persons attending College classes must register their vehicles with the Office of Campus Safety and Police .
- Parking decals are issued only to currently enrolled students. Parking decals are renewed at the beginning of every Fall semester, for the academic year. Parking decals are not required for summer sessions.
- Student decals shall be affixed to the left side (driver’s side) rear bumper, or to the lower left corner of the rear window. If a permit is not affixed or displayed properly, the vehicle is not considered registered.
- If the Student is returning for the next academic year, they are asked not to remove the parking decal from their vehicle. These decals can be renewed.
- Faculty/Staff hanging parking permits shall be hung from the rearview mirror whenever the vehicle is parked on campus. The permit should be removed from the rearview mirror whenever the vehicle is in motion. Improper display of the decal may result in a fine.
- Additional vehicles may be registered for multiple vehicle use.
Temporary/Visitor Registration
Temporary/Visitor parking permits are available without charge at the Office of Campus Safety and Police for guests, visitors, and others for whom permanent registration is inappropriate. Temporary/Visitor permits must be hung from the rearview mirror whenever the vehicle is parked on campus. The permit should be removed from the rearview mirror whenever the vehicle is in motion. Temporary parking permits may be valid for up to two weeks. A visitor will be defined as any person who is not presently attending a class or function that meets regularly on campus. A visitor permit is only valid for two days. Neither a temporary or a visitor permit is needed if a guest or visitor is parking on campus between 4:00 p.m. Friday and 7:00 a.m. Monday.
Parking Areas
Only vehicles bearing a valid Belmont Abbey College parking decal/hanger are authorized to park on campus. There will be no parking on the grass. The use of flashers does not exempt you from receiving a ticket for impeding traffic, parking on the grass, or parking in a “Handicapped space”.
Reserved Parking Lots
Specific parking lots around campus are reserved for Faculty, Staff, Commuter Students and Visitors: These lots include The Lot in front of the Haid, the lower lot on the side of the St. Leo’s building, the lower lot in front of the Basilica, the Music building lot, the Wheeler Center Lot and the Student Commons Lot. These areas are reserved between the hours of 7:00 am and 6:00 pm. ; blue painted parking lines will also identify reserved spaces. Commuter students may only park in the above listed lots and are prohibited from parking in lots near the residence halls. Commuter students are also restricted and from parking on campus overnight without obtaining a visitors parking pass from campus police. The parking spaces located in front of the campus police office are reserved for the patrol vehicle and those visiting the Campus Police Office. Areas around campus may be reserved for special events. Tape, rope, sign, cone, or barricade will mark these areas. Campus Safety and Police may waive parking regulations during special events.
Reserved/Restricted Parking Spaces
Signs and/or markings identify reserved or restricted parking; any person parking in these spaces that does not fit into the criteria of the specified sign or marking will be cited.
Special Event Parking
All persons attending weddings, sporting and theatrical events, and any other event that offers parking on campus will utilize the parking lot closest to the event or the areas designated by the Office of Campus Safety and Police . The person in charge of the event is responsible for notifying Campus Police of the event.
Towing/Tire Lock
The College reserves the right to remove or immobilize any vehicle on its property that:
- Parks in such a way as to constitute a safety hazard.
- Impedes or has the potential to impede vehicle, emergency or pedestrian traffic.
- Exceeds 10 parking citations if the vehicle is properly registered with the Campus Police Office.
- Exceeds 5 parking citations if the vehicle is not properly registered with the Campus Police Office.
- Parks in a restricted area that has been designated by notice, tape, rope, traffic cone, or any type of barricade.
- Has been abandoned.
- The owner/operator is suspected of illegal activity or has been trespassed from campus.
Owners are required to pay all costs incurred during the removing, impounding and storing of such vehicles. Belmont Abbey College is not responsible for any damages, loss, or theft that may occur to a vehicle that has been towed. Every reasonable effort will be made to contact the owner of the vehicle before the vehicle is towed; however, if the owner cannot be contacted within fifteen (15) minutes from the time a Campus Police Officer is aware of the violation, the vehicle may be towed without notification.
Parking And Traffic Regulations
Common sense plays an important part when parking on campus. It would be impossible for Belmont Abbey to mark every area with signs that advise where one can and cannot park. Parking spaces are generally clearly marked by two parallel white or blue lines; vehicles are to park between these lines.
- North Carolina Motor Vehicle Laws will be enforced.
- The campus-wide speed limit is 25 miles per hour except where slower speed is essential for safety.
- There will be no parking in or on:
- No parking, Fire, Loading, and Delivery zones
- Sidewalks or walkways
- Grass or grounds
- Any area designated as “No Parking” or "No Vehicle" area by signs, pavement markings, tape, rope, traffic cone, or any type of barricade.
- Any street or driveway (in case of emergency you must turn on your flashers and notify Campus Police )
- The following is not allowed on campus:
- Using more than one parking space per vehicle
- Parking too far from the curb
- Obstructing an entrance to a building
- Parking in front of a fire hydrant
- Ignorance of the law is no excuse for improper or illegal parking.
- Vehicles are not to be washed or serviced on campus.
- All vehicles must come to a complete stop at all stop signs located on campus.
- Pedestrians always have the right-of-way when crossing the street at intersections and crosswalks.
- Unnecessary noise from horns, mufflers and radios is strictly prohibited.
- Anyone found possessing a permit for which he/she is not entitled, or transferring a permit from one vehicle to another, may have his/her parking privileges revoked.
- Extensive pleasure riding is not allowed.
Campus Parking Citations
Persons who violate College parking policies may receive a parking citation. Fines for violations must be paid within two weeks (14 calendar days) upon receipt of a ticket. If the fine is paid within the fourteen days it will be reduced by 50%. Payment can be mailed to: Business Office, Belmont Abbey College, 100 Belmont – Mt. Holly Rd., Belmont, NC 28012 or brought to the Business Office, located in Stowe Hall, between 8:30 am and 4:30 pm, Monday through Friday. Please make checks payable to Belmont Abbey College. Any person failing to pay an imposed fine may be subject to one or all of the following:
- Revocation of parking privileges
- Withheld grades and/or transcripts
- Unpaid fines billed to the student's account
- The fines for all parking, moving, safety, or other violations will be clearly marked on the citation.
- Continued flagrant violation of these parking and traffic regulations will be cause for the College to revoke an individual's parking privileges. Registered Vehicles receiving ten (10) or more parking/moving violation tickets within an academic year may be subject to having their parking privileges revoked and/or their vehicle towed at the owner's expense.
- If you wish to appeal a ticket, you may contact the Director of Campus Police between the hours of 9:00 a.m. and 3:00 p.m. Monday-Friday. A citation will not be voided for any of the following reasons:
- Ignorance of the law
- Lack of parking signage
- No marking on pavement
GENERAL PARKING INFORMATION
- Vehicles are considered parked when left unattended for any period of time.
- A parking permit does not guarantee the holder a reserved space, but only an opportunity to park within a specified area.
- The responsibility of finding a legal parking space rests with the vehicle operator. The person who received the decal shall be responsible for the violations incurred by the vehicle.
- Lack of space is not a valid excuse for illegal parking.
- The fact that a person may park or observe others parked in violation of the regulations without receiving a citation does not mean that the regulations may be ignored.
- Belmont Abbey College assumes no responsibility for the care and/or protection of any vehicle or its contents at any time it is either parked or operated on campus. Valuables should be secured in the trunk of your vehicle. Thefts should be reported to the Campus Safety and Police Department.
- For your safety and convenience Campus Police Officers are on duty 24 hours a day.
RULES AND REGULATIONS
- Students are responsible for their visitors and will be held financially responsible for citations they receive.
- Only Fifteen minutes is permitted for the loading and unloading of vehicles unless otherwise approved. These vehicles must leave their vehicle flashers on.
- Disabled vehicles must be reported to the Campus Police Department either in person or by phone. Notes are not acceptable.
- A vehicle is not registered until the parking permit is properly affixed on the vehicle and a current validation sticker is applied.
- The parking decal is not transferable to any vehicle other than the vehicle to which it is registered.
- Residents are not authorized to park in the blue painted spaces between 7:00am and 6:00pm . Violators will be cited.
- No person shall ride in other than designated passenger areas (i.e. the outside of an automobile or bed of a pick-up truck).
- No person shall park in a “Handicapped Parking" space if the vehicle does not display a current State or College "Handicapped" placard.
- Students are not to park on the grass. This includes when they are moving in or out of their Residence Hall or Apartment.
- Areas that are reserved for either Visitor or Handicapped parking are restricted 24 hours a day year-round.
